Join the Department of Public Works at Elk Neck State Park as they pull up their pant legs and wade into the Upper Chesapeake Bay at the beautiful North East Beach location to measure water quality the way retired Maryland State Senator Bernie Fowler did 31 years ago with his "sneaker index."
